UNSC adopts resolution on Yemen

(MENAFN- Kuwait News Agency (KUNA)) UN Security Council adopted unanimously resolution 2201, rejecting all acts of violence in Yemen to achieve political goals, and urging the concerned parties to refrain from provocation and all unilateral actions to undermine the "political transition." In an urgent-opened meeting, held late on Sunday, the Security Council reiterated in its resolution its call for all parties in Yemen to adhere to resolving their differences through dialogue and consultation, expressing grave concern over the takeover by the Houthis of state media outlets.

The UNSC strongly deplored, via the resolution, actions taken by the Houthis to dissolve parliament and take over Yemen's government institutions, including acts of violence. Therefore, the members of the Council called upon all parties, in particular the Houthis, to abide by the Gulf Cooperation Council Initiative and its Implementation Mechanism, the outcomes of the comprehensive National Dialogue conference, and the Peace and National Partnership Agreement and its security annex, which provide for a "Yemeni led democratic transition." Furthermore, they urged all parties, in particular the Houthis, to accelerate inclusive UN-brokered negotiations, to continue the political transition in order to reach a consensus solution in accordance with the GCC Initiative. It also demanded that the Houthis "immediately and unconditionally," engage in good faith in the UN-brokered negotiations, and withdraw their forces from government institutions, including in the capital Sana'a.

The resolution, drafted by Jordan and the UK, demands all parties in Yemen cease all armed hostilities against the people and the legitimate authorities and relinquish the arms seized from the military and security institutions, in accordance with the Peace and National Partnership Agreement and its security annex.

Ambassador Lyall Grant of the UK Mission to the UN welcomed the unanimous adoption of the resolution, and noted that at the open briefing earlier this week that the world was "waiting for a powerful message from the UN Security Council" in response to recent developments in Yemen.

With the adoption of the resolution, Grant stressed that "it was made clear today that those who use violence and intimidation to try to dictate Yemen's future are undermining the security of all Yemeni citizens and eroding the political progress made since 2011." The Houthis, he said, must take responsibility for their actions and stop using violence and coercion as political tools. He also thanked Jordan and the GCC for their leadership on this issue, due to the "close borders." Leaving the meeting, the Saudi Ambassador to the UN, Abdullah Al-Muallami, said the resolution was "a very important milestone for the situation in Yemen.

"Yemen is collapsing before our eyes; the Yemeni people are pleading for help." Al-Muallamy said the resolution was "clear and specific," and the international community demonstrated unity and single voice.

It demands the release from house arrest of the president and other officials, he said, so "we can allow the state institutions to function again in a manner that is free from intimidations and free of the use of force."
