(MENAFN- Khaleej Times) Traffic accident experts need to get a certificate from the Dubai Police before investigating traffic accidents.
The Ministry of Justice has said that the Assistant Commander-in-Chief of the Dubai Police for Operation Affairs, Major-General Mohammed Saif Al Zafin, will be responsible for conducting the qualifying test for candidates seeking to get the title of 'expert' in re-building traffic accident scene in the UAE.
The ministry has written to the Commander€in-Chief of the Dubai Police that all applicants should register with the police if they want to become experts in traffic accidents.
The test, the ministry said, must be conducted in accordance with the mechanism adopted by the Dubai Police.
Al Zafin said being a traffic accident expert is a "sensitive matter" because rebuilding a traffic accident scene requires the person to be familiar with physics and mathematics.
He said accident experts should be able to ascertain the vehicle that caused the accident and explain the reason behind it.
Al Zafin said run-over accidents must be examined by an expert to identify the party responsible, pointing out that an expert certifies whether the driver or the pedestrian is responsible for the incident.
Cases in point
Major-General Mohammed Saif Al Zafin referred to a recent accident that took place on the Dubai-Al Ain Road, where a pedestrian was hit by the side mirror of a car being driven at 140kmph. The pedestrian fell and came under the tyre of another vehicle on the highway.
He said the driver of the first vehicle is not responsible in this case as he was driving in the correct lane and was abiding by the specified speed limit.
Similarly, he said, jaywalkers crossing six-lane highways such as Shaikh Mohammed bin Zayed Road are responsible for accidents as it is "difficult for drivers to stop in time".
