UAE- Singapore model Japanese expertise for Andhra capital

The new capital city of Andhra Pradesh will replicate the best international practices in terms of design planning and construction. Naidu has just returned from a six-day tour of Japan during which he met Japanese Prime Minister Shinzo Abe who promised to extend full cooperation to Andhra Pradesh in building a world-class capital city. Earlier last month Naidu had visited Singapore and interacted with CEOs of several companies to attract investments into the state.



“Replicating the best practices of countries like Singapore and Japan will be a deadly combination” said Naidu who is known for his penchant for infusing corporate culture in the administration.



A separate cell would be opened in the state industries department to interact with Japanese firms for speedy clearances the Chief Minister said adding that the cell would be manned by a few escort executives who speak Japanese.



Though Hyderabad will serve as a common capital for Telangana and Andhra Pradesh for a period of ten years before becoming permanent capital of Telangana the 29th state of the country the Telugu Desam Party (TDP) government headed by Naidu is keen on fast tracking construction of a new capital city. It is expected to cost Rs 1000 billion.



Many companies from Japan have already evinced interest in becoming partners in building the new capital city” Naidu said. The first phase of the new capital will come up in the coastal district of Guntur on the banks of river Krishna with the government identifying 30000 acres spread across 17 villages for building the required infrastructure for various public utilities besides the Secretariat and the Assembly.



Naidu has promised to build the new capital on the lines of Singapore model.



Allaying fears among farmers over the proposed land pooling in Guntur district the Chief Minister said that pooling was the best way out compared to the land acquisition as farmers would have stakes in the fruits of development after the capital is built.



Though there have been rumblings of protests by a section of farmers in the coastal region against land pooling policy the government claimed that it was offering the best possible deal to them.



The government would pay Rs. 25000 per acre per year for 10 years to each farmer who parted with his or her land. There would be a five per cent increase every year on the promised payment. The government also promised to give back developed plots of 1000 square yard per acre to farmers within nine months from the date of the completion of the land pooling. Nearly 20 per cent of the 30000 acres required for building the first phase of the capital city is the government land.



The proposed 30000 acre site would be divided into six sectors and the farmers would be given 1000 yards of fully developed land with infrastructure for every one acre they forego. Since the value of these lands is expected to increase in future the farmers would be immensely benefitted the Agriculture Minister P Pulla Rao said.
