(MENAFN- QNA) On this occasion, the National Human Rights Committee organized a press conference headed by the QNHRC Secretary General Maryam Abdullah Al-Attiyah to announce the latest arrangements and the most important themes that shall be discussed during the conference.

Addressing the press conference QNHRC Secretary General thanked the Prime Minister for sponsoring the conferece and also thanked the Ministry of Interior for providing all necessary facilties to ensure the success of the conference.

Responding to a question by Qatar News Agency about the possibility of sacrificing human rights to ensure security and stability in Arab countries, ic States in the shadow of the current situation, Al-Attiyah said "we seek through the Conference to produce a security behavior draft that can be applied in those circumstances in the Arab region to strike a balance between human rights and security and stability. We also want people to live in a secure and stable region in which, at the same time, international human rights standards are applied.'' The idea of convening this conference came during the discussions conducted by the national human Rights Committee with a number of international and regional organizations and the General Secretariat of the Council of Arab Interior Ministers this year in which the stakeholders agreed to bring together bodies entrusted with the maintaining security represented by the Ministries of Interior, judicial institutions and security institutions, bodies entrusted with the protection of human rights including civil society organizations, national human rights institutions, to reach to a vision in which security is maintained without violating human rights and formulate a security strategy that respects the rule of law and international human rights principles.

The overall objective of the conference is to open and encourage dialogue between law enforcement institutions and civil society organizations, take advantage of the best international practices in terms of security and the realization of human rights as they are considered to be complementary responsibilities of states, along with emphasizing the fact that the consolidation of the rule of law and respect for human are the best basic frames to maintain security. It is worth mentioning that the National Human Rights Committee, since its establishment, has implemented a number of sessions on law enforcement and deployment of the human rights culture where the first session organized by the NHRC in this regard was conducted in collaboration with the Ministry of the Interior.

There are a number of targets associated with the overall objective of the conference, including understanding problems relating to security maintenance and realization of human rights and addressing the shortcomings in this regard, reviewing lessons learned, best practices, guarantees and principles concerned the adoption of supporting the rule of law and the realization of human rights as a framework to address the security challenges, as well as building cooperation between government agencies and non-governmental organizations concerned with the adoption of security and human rights.

With regard to participants at the conference, there shall be 300 organizations attending representing human rights and international and regional security institutions and organizations, as well as to 400 personalities attending the opening session.

There shall be a strong presence of major international organizations including Amnesty International, the International Committee of the Red Cross (ICRC), and The Collective Security Treaty Organization (CSTO), Global Security Initiative, in addition to other institutions specialized or related to security and human rights, together with national, regional, international non-governmental organizations, research centers, regional and international academic agencies as well as police academies and training institutes.
