Qatar Attaches Special Importance to Universal Jurisdiction


(MENAFN- QNA) The State of Qatar attaches special importance to the issue of Universal Jurisdiction, as its one of the principles of international law and a mechanism of the rule of law that secures fair justice and combats impunity for crimes and serious violations of international law and international humanitarian and human rights law.

Qatar said that because of the numerous opinions that reflect the countries' positions regarding the scope of universal jurisdiction, it looks forward that the team work will identify the consensus points and those that require further study and consultations thereon.

This came in a statement delivered by, Lt. Hamad Abdullah Al Sulaiti, member of Qatar's delegation before the 6th Committee of the UN General Assembly's meeting on 'the scope and application of the principle of universal jurisdiction'.

Al Sulaiti said that there is no doubt that universal jurisdiction is one of the institutions of international law, and although it is still under discussion between the member states, it is integrated with the International Criminal jurisdiction for being shared in one and important goal, which is to put an end to impunity.

He added that in spite of the risks threatening the international community as a result of the commission of international crimes and atrocities of human rights and the need to hold the perpetrators accountable and bring them to international justice, however, it is important to exercise the jurisdiction in accordance with agreed mechanisms and within the framework of international cooperation.

Al Sulaiti stressed that the issue of the balance between the gradual development of the principle of the universal jurisdiction and the respect for the principle of fairness and the principles of the UN Charter, including sovereign equality and other provisions of international law, should be observed, but that at the current time the work should be continued to reach a clear identification of the principle and the scope of universal jurisdiction and determine crimes falling within its scope.

Lt. Hamad Abdullah Al Sulaiti welcomed the Committee's discussions of the issue of Universal Jurisdiction and its applications, expressing Qatar's support to form a global team to implement the decision of the 68th session of the General Assembly No. 117/68.
