MoM flexible with Omanisation in construction sector Official


(MENAFN- Muscat Daily) The Ministry of Manpower (MoM) is flexible with its Omanisation targets in the construction sector because Omanis are not willing to work as labourers who constitute a majority of employees in this field according to a senior official. Omanis can instead be hired for administrative posts in this sector he suggested.

'We are flexible with regard to having Omanisation in the construction sector. A majority of  work in the construction sector involves labourers at construction sites' Abdulqayoum Ali al Zadjali head of the Omanisation plan's follow-up division MoM told Muscat Daily.

'Omani job-seekers are not willing to work in such positions  in the construction sector. So Omanis can be hired for administration work in this sector.'

The ministry had recently issued an advertisement asking companies in the private sector to submit their Omanisation plan for 2015 before December 31 2014. 'Through this Omanisation plan the ministry monitors whether the targets set by the government have been achieved or not' Zadjali said.

According to the official private establishments in Oman have been categorised under 16 heads. 'For example the IT sector is categorised further into higher administration sales and marketing technical and foundation and development and services' he said adding that the percentage of Omanisation differs in each sub-sector.

Explaining the process involved Zadjali said 'The Omanisation plan is based on the number of expatriates and Omanis engaged in an organisation. Each company has to fill a form disclosing details such as its name; the grade it belongs to; whether it is an international or local company; owner's details; activities of the company; salaries of different categories of workers; location of work etc.'

Such an elaborate process he said also helps the ministry monitor the company's commitment to Omanisation and its employees. 'This helps us to not only see if Omanisation is being implemented in companies but also to check if employers have in any way cheated their employees.

'If the contract says that the salary of the employee is RO600 then they cannot pay less say RO400 or RO500. Whatever they submit through the Omanisation plan is recorded in our database.'

For instance Zadjali said there are still a number of sectors where Omanisation is yet to be fully implemented.

'Companies in certain sectors such as travel and tourism consultancy services real estate automobiles and transport are still lagging behind on their Omanisation targets.'
