UAE- Arming distressed workers to face life again


(MENAFN- Khaleej Times) Training programme helps Filipino distressed workers acquire skills to earn a living back home.Bidding goodbye to the UAE after working for more than a year or more could be hard for Filipino distressed workers sometimes going back home with just their air ticket and passport. Nothing for their families. Still five out of 10 have signalled their intention in a random survey to again work abroad even after being abused or ill-treated. Chances of coming back to the UAE to work are slim with the suspension by the Philippine government of the deployment of household service workers (HSWs) over the host country’s policy barring contract verification at its diplomatic missions.

The Philippine government through the Philippine Overseas Labour Office (Polo) has just struck the right chord with its new training programme that will help raise the dampened spirits of these domestic helps. A series of free skill upgrading trainings are made available for them at the Migrant Workers and Other Filipinos Resource Centre (MWOFRC) as they wait for their cases to be resolved or for their time to finally go home.

Labour Attaché Delmer R. Cruz in an interview with Khaleej Times expressed hope that these training courses can be of great help to the distressed workers most of whom still want to work abroad.

“Upgrading their skills is their option to find alternative sources of income when they reach home especially those with families. If they live a simple life they can stay at home and use these newly acquired skills to earn a living and be reunited with their families.”

A Memorandum of Agreement (MoU) between Polo and Filipino Training Organisations/Entities all of which have started training Filipino maids for free to make them more competitive and ready them for various employment opportunities whether as employees or as entrepreneurs when they return home.

A total of seven courses are included in the free training programme — ranging from cosmetology accessories making photography for business reflexology and massage basic sewing balloon making for all occasions and basic computer learning.

“Cosmetology accessories making like fashion jewellery and basic computer learning are the new ones launched” Attaché Delmer said.

Among the many training programmes the distressed workers have their favourites which include basic sewing cosmetology massage therapy and balloon-making. This does not come as a surprise because these are skills that can be easily learned and applied at home.

Dubbed as Enhanced Training Programme for Distressed Female Workers these ongoing courses are simple doable short-term and attract the interest of the distressed workers to participate. The courses also keep in mind the viability of the acquired skills in the Philippines upon their return

Susana R. one of the distressed workers who participates in the balloon-making class said this balloon-making is tied up with party organisers in the Philippines. “I can immediately start working at home and earn. The bonus is I earn while with my family.”

Lisa D. who joins in cosmetology course said that she will be given a starter kit which she can use in starting a small business in the Philippines.

“I am excited to be an entrepreneur in this small business of my own when I am home.”

Attaché Delmer said that apart from the ongoing courses open to all distressed workers seeking refuge at the Migrant Workers and Other Filipinos Resource Centre they are also taught the foundation of entrepreneurship and business planning.

“We are giving them certificate of training which they can present when they go to the National Reintegration Center for Overseas Filipino Workers or to the Overseas Workers Welfare Administration (OWWA) upon reaching the Philippines to get the initial assistance under the programme “Magbalik Yaman sa Pamilya’t Bayan” which aims at setting an entrepreneurial mindset and financial literacy awareness in the minds of returning Filipino workers.”

Overall Delmer said the entire programme seeks to broaden the choice of returning distressed female workers on livelihood training to prepare them for reintegration back home.
