he has dismissed mykhailo kutsyn and replaced him with viktor muzhenko as the new chief of the general staff.
the president put muzhenko on the inter-agency coordination board of the counterterrorism centre at the security service of ukraine. the president said that kutsyn was shell-shocked in the security operation zone in east ukraine. kutsyn was appointed the chief of the general staff on february 28 2014.
