Qatar Vows to Continue Efforts to Combat Human Trafficking


(MENAFN- Qatar News Agency) Neva june 13 (qna) - the state of qatar has confirmed that it will continue its efforts at the legislative institutional and awareness levels to combat human trafficking and in addition to that it has adopted the arab initiative to build national capacities in the arab countries to contribute to the international efforts aimed to combat the phenomenon.



this came in a speech of the state qatar delivered by qatar's permanent representative to the united nations office in geneva faisal bin abdullah al henzab before the 26th session of the human rights council on the interactive dialogue with the special rapporteur on trafficking in persons especially women and children.



he stressed that qatar has already taken several vital legislative measures in this regard including the strengthening of anti-human trafficking national legal system through the enactment of law no. (15) of 2011 on combating trafficking in human beings which included the criminalization of all the practices covered by the definition of trafficking in persons contained in the united nations protocol to prevent suppress and punish trafficking in persons as well as what is implied in the rules of this law to ensure the protection of victims and witnesses as well as to lay down the legal and procedural system for the monitoring of human trafficking and illegal immigration.



al henzab also pointed out that the state of qatar has continued its efforts to prevent impunity for the perpetrators of human trafficking from punishment and to apply the principle of non-criminalization of victims noting that it has established a security and criminal integrated system carried out to prevent control expose the crimes of human trafficking in order to achieve the goals of deterrence to ensure the confrontation and limitation of human trafficking as well as the prevention of impunity of perpetrators from punishment and criminal and civil liability.



the permanent representative of qatar to the united nations office at geneva added that the state's endeavours in the field of intensifying efforts to combat human trafficking have evolved through the implementation and activation of the national action plan to combat trafficking in human beings for the years 2010 2015 which included a series of legislative awareness and research and capacity building procedures.



he faisal bin abdullah al hanzab the permanent representative of qatar to the united nations office in geneva made clear that in order to promote international cooperation to combat human trafficking qatar has adopted the arab initiative set to build national capabilities in the arab countries to contribute to enhancing international efforts to combat such a phenomenon pointing out in the meantime that the government of the state qatar has committed to cover all the costs of the initiative to amount of (u.s. $ 6 million).



it is noted that this initiative is being implemented in partnership between the qatar foundation for protection and social rehabilitation (formerly known as qatar foundation for combating trafficking in human beings ) and the united nations office on drugs and crime and the arab league.



this initiative aims to build the capacity of national leaders working in various areas of the fight against human trafficking in the arab region (including the officials in charge of law enforcement organs and criminal justice systems the prosecution the immigration and border exists international cooperation labour administration labour recruitment officials in charge of shelters and humane care centres for victims of human trafficking and officials in the civil society institutions ) and the identification of victims and addressing their situations and bring them back to their home countries or their rehabilitation and provide protection care and assistance to them taking into account gender and special needs of the target groups such as women and children.
