(MENAFN - Arab Times) Kuwait city may 25 (kuna): a new land surveying system is set to be put in use to determine uncultivated lands for habitation through direct satellite internet link a municipality official said on sunday. the apparatus will use the most advanced technology in the field and will be scoping unused land intended for residential industrial agricultural or state property purposes deputy director general for surveying abdullah al- emadi told kuna. the old system used between 2500 to 3000 points around the country to carry out the role while the new system needs only 13.

the scale for error has also been minimised from 10cm to only 1cm. the new system also requires little to no maintenance while the former needed routine annual maintenance. as the nation's development plans urge venturing out into uninhabited lands for foreign investment to pour in and to open up new job opportunities for kuwaitis the municipality is key to these plans and has so far completed 50 percent of the project said the official.

this role also extends to providing an expert opinion on the location best suited for newlylaunched businesses in the country. meanwhile a department at the kuwait municipality branch in the capital governorate has allegedly violated the instruction of municipality director ahmad al-sabeh on the need to take into consideration the temporal and spatial circumstances in the issuance of citations and other related procedures reports al-rai daily quoting sources.

sources disclosed the department has purportedly issued citations even if it does not have the right to so indicating it has been acting on issues beyond its jurisdiction. sources explained the department's functions are limited to the removal of violations according to legal procedures implementation of decisions related to shutting down erring establishments coordinating with concerned administrations in the governorate and legal research among others.

sources said the blunder of the department raises questions on the role of the legal administration in the branch clarifying that owners of shops and restaurants have the right to file a case against the municipality if they have been negatively affected by the issue.
