(MENAFN - Kuwait News Agency (KUNA)) The Syrian government and armed groups in beseiged Homs are negotiating withdrawal of gunmen from Old City in return of opening a safe corridor for delivery of food and medical supplies, the Syrian Observatory of Human Rights said.

The observatory, in a statement disclosing contents of negotiations, said talks were ongoing between representatives of gunmen and Islamic factions in the Old City of Homs on one side, and regular forces, Hezbollah and governor of Homs on the other.

Negotiations were taking place through local committees and the UN, and attended by representatives of the Russian and Iranian embassies. It said it was unclear whether the reprsentatives were party to the negotiations or guarantors.

They are negotiating withdrawal of armed men, accompanied by regular forces and the UN, from the Old City while a safe passage would be opened for the entry of food and medical supplies for Nabbal and Zahraa, the two towns inhabited by Shiites, it said.

The gunmen will keep small guns during their withdrawal to protect themselves if the agreement is breached, it added.

Meanwhile, Syrian President Bashar Al-Assad said the humanitarian file was a top priority for the government.

Al-Assad, during a meeting with the higher relief committee members, said the state was responsible for the safety of its citizens nationwide.
