(MENAFN - Arab News) National anti-corruption commission (nazaha) has refuted claims that the commission should be tasked with implementing anti-corruption legislations according to an official.

abdullah al-abdulqader deputy president of nazaha said: “nazaha plans to revamp legislation on corruption following the current system’s failure to criminalize corruption in the private sector.”

“the commission has the right to draft amend and review state laws” he said. “we have even appealed to the king himself and have formed a special committee to fill this gap.”

a seminar was recently held to discuss the proposed amendments. shoura council members attended the forum many of whom urged eradicating legal loopholes that can lead to corruption.

“nazaha however is a monitoring body and is not tasked with making laws” he said.

“we cannot take part in a committee that stipulates that nazaha be a watchdog and executor at once” he said. “implicating nazaha in both mechanisms means the end of its capacity as an objective monitor.”

mohammad al-naqqadi a member of the hrd committee at the shoura council said that corruption is rampant in the kingdom due to the itemized billing system present in the construction industry.

he described these contracts as a fertile ground for contractors to monopolize existing contracts.

many government projects intended for building and road construction have mysteriously been awarded to individuals he said. “this is down to poor planning.” even issuing certificates to contractors has proved effective because many projects that have been awarded to top-notch contractors have been delayed he said.

“authorities must also investigate the reasons behind there being so few saudi contractors who account for only 8 percent of contractors in the kingdom.”

a resolution was recently issued by the council of ministers classifying contractors according to performance.

the general auditing bureau (gab) however is not qualified to monitor projects because it is neither an engineering nor technical body said al-naqqadi.

“the gab can monitor financial transactions at ministries but it cannot monitor project delays because it is not qualified for this kind of work.”

“we have assigned 75 engineers to monitor government projects each according to his specialty” said al-abdulqader.
