Kuwait Asserts Importance of UN Security Council Reform


(MENAFN- Qatar News Agency) New York April 25 - The State of Kuwait on behalf of the Arab Group at the United Nations asserted the significance of the Security Council's role under the UN Charter for maintaining the international peace and security.

This came in a speech by Permanent Representative of Kuwait to the UN Ambassador Mansour Ayyad Al Otaibi last night during the 68th round of the intergovernmental negotiations on the expansion and reform of the Security Council and its relationship with the General Assembly Kuwait news agency KUNA reported.

Al Otaibi said that the issue of Security Council reform should be in accordance with the general perception that is aimed at continuing the process of reform and development of all the organs of the UN.

He stated that reform is an issue affecting the course of the General Assembly as one of the principal organs of the UN adding that the General Assembly has many important roles at various levels including provision of recommendations to the Security Council on matters concerning the maintenance of international peace and security in accordance with Article 11 of the Charter.

He stressed that the Arab Group recognizes the full powers and functions of each main organ of the UN and therefore see the importance of focusing on the relationship of the Security Council with the General Assembly as there is continuing concern on increased infringement of the Security Council on issues that are clearly of the jurisdiction and powers of the other principal organs at the UN in general and specifically the General Assembly.

Al Otaibi urged all States to take precedence over the provisions of the Charter on the functions and powers of the General Assembly with full respect.

He called on the Presidents of the General Assembly and the Security Council to conduct regular discussions and coordinate between them on the agenda and program of work of the principal organs concerned with the aim of achieving greater integration and synergy between those bodies.

He further appealed to the Security Council to submit an annual comprehensive report to the General Assembly that includes an assessment of its work including issues in which it failed to address as well as the views expressed by its members during the consideration of the agenda
