(MENAFN - Arab Times) Humoud Al- Hamdan says the conflict related to government's voting in parliament's speakership elections is the key reason behind the strain in the relationship between the two authorities since the beginning of the legislative term, reports Al-Watan Arabic daily. In an interview with the daily, he said the nation will gradually trust the National Assembly again after witnessing its good performance, hard work and achievements. He affirmed that the lawmakers have started working hard to achieve the ambitions of the citizens.



MP Al-Hamdan explained that HH the Prime Minister Sheikh Jaber Al-Mubarak is under attack because of the government's right to vote in parliament's speakership elections even though his responsibilities are limited to coordinating among the ministries and calling them for meetings. He added that the voting step is a leap above the limits of his responsibilities and a waste of time. He stressed that the parliamentary-governmental harmony can be enhanced through rationalism in dealing with cases, adding that positive interaction by the executive authority can pave way for increased collaboration between the two authorities.



MP Al-Hamdan affirmed that the implementation of the governmental plans is in the hands of undersecretaries who should be held responsible for any faults and failures. He hinted the possibility of resumption of citizens' loans case. Regarding the fine to be paid in the Dow Chemical case, MP Al-Hamdan said the fine is the result of legal changes, governmental mistakes and weakness of defense in court. He also indicated that the delay in completing the Al-Shaddadiya University is due to governmental mistakes. Meanwhile, head of the Parliamentary Finance Committee MP Faisal Al-Shaye' has said the committee intends to ask for grace period to prepare report on the proposed modifications to Kuwait Market Authority because the committee has yet to receive the proposal from the Legislative Committee, reports Al-Rai daily.



Earlier on April 2, the lawmakers voted on the proposal to grant the Finance Committee two weeks grace period to complete its report, but Head of the Legislative Committee MP Mubarak Al-Harees declined the proposal, violating the powers of the Legislative Committee. He added the Finance Committee will not tarry in studying the proposed modifications once it receives them from the Legislative Committee, and time will be taken to study them appropriately. He further indicated the content of the proposed modifications has loopholes that need amendment; even so, it is important to regard the independence of Kuwait Market Authority.



On the other hand, Head of the Human Resource Development Committee MP Yaqoub Al-Sane' said he is determined to submit several amendments on the 'strategic alternative' to the ladder of fees and salaries to attain the principle of justice and equality among the Kuwaiti youth when they apply for jobs in any governmental authority. In a press statement, Al-Sane' stressed "we are only waiting for the proposed strategic alternative for salaries and fees to begin discussions in that regard while adding more proposals to refer the file to the parliament as draft law in the current legislative term.
