(MENAFN - Arab Times) Assistant Undersecretary for Labor Affairs at the Ministry of Social Affairs and Labor Jamal Al-Dosari was recently quoted as saying owners of companies who are caught faking recruitment of national manpower in the private sector will be referred to the Public Prosecution, reports Al-Seyassah daily. He added the issue will be considered a crime and not a misdemeanor because it is obvious this is a kind of deliberate manipulation of law to avoid paying fine and 'embezzlement' of public money



In a press statement the official said the Government Manpower Restructuring Program (GMRP) in the past have referred several companies to the Public Prosecution for faking recruitment of national personnel. He indicated the ministry coordinates incessantly with the GMRP to control such crimes. In such situations, the employer will not be able to resume his business activity before contacting the National Personnel Department in Rumaithiya to ensure the man really owns a company and has permission to get work permits for people registered in the file of the company. He stressed the daily inspection campaigns are organized to control the hiring of marginal personnel in the local labor market since this category of the people distort the image of Kuwait in the international labor and human rights organizations. As for complaints from visitors on the difficulty assessing the need of companies owned by expatriates particularly those who undertake small projects, he said, the ministry has submitted a demand to the Civil Service Commission to establish an independent central department which will be in charge of assessing the needs of companies owned by expatriates



MP Abdullah Al- Tamimi has affirmed his determination to reduce the number of excess expatriate personnel in governmental authorities, reports Al-Anba daily. He stressed the need to reduce the number of expatriate personnel in the country in order to maintain the entity of the Kuwaiti nation and solve the unemployment problem among the Kuwaiti youth because the expatriates hold many jobs in several governmental authorities



MPAl-Tamimi stressed that Kuwait is suffering from a number of related issues such as traffic jam, use of public services and remittances. He indicated that he has submitted a query to the State Minister for Cabinet Affairs regarding the number of expatriate personnel in the government sectors and their designations. He urged the minister to respond to his query at the earlier so that the lawmakers are able to prepare draft laws for solving the unemployment problem among the Kuwaitis
