(MENAFN - Arab News) The Council of Ministers on Monday passed a decision imposing mandatory insurance on government vehicles.

The government will pay the first premium when issuing the road license (known in Arabic as the "istimara"). The drivers using these cars are allowed to pay at a later date

"If the vehicle is used by more than one person, the premium for third-party insurance will be paid by the state," Culture and Information Minister Abdul Aziz Khoja said while briefing listeners on Cabinet decisions

A ministerial panel would conduct a survey of government vehicles before applying the vehicle insurance scheme.

The decision was taken upon the recommendation of Interior Minister Prince Muhammad bin Naif

The Cabinet authorized the signing of a protocol submitted by Minister of Health Abdullah Al-Rabeeah regarding the elimination of illicit trade in tobacco products, after which the approved version will be submitted to complete statutory procedures

The Cabinet approved the formation of a committee, which includes the Ministry of Housing, Ministry of Finance and Ministry of Social Affairs, to study setting categories dealing with the Social Affairs Ministry and to propose suitable mechanisms for paying housing instalments

The Cabinet, chaired by Crown Prince Salman, deputy premier and defense minister, reviewed the new national budget for 2014 at Al-Yamamah Palace in Riyadh and said it would contribute to sustainable development and creating more jobs for citizens

At the outset of the Cabinet meeting, the ministers were briefed on the two meetings held by Custodian of the Two Holy Mosques King Abdullah with President Francois Hollande of France and US Secretary of State John Kerry, as well as the meetings held by the crown prince with Hollande and Irish Prime Minister Enda Kenny

"The Cabinet reviewed what is being witnessed by the Kingdom of attractive economic environment, multiple investments, and continuing economic growth," Khoja said

It also reviewed the latest developments in the region and the world, stressing the importance of mobilizing international efforts to achieve the aspirations of the Syrian people, save their lives and achieve stability, unity and sovereignty of the Syrian territories

The Cabinet reiterated the Kingdom's stand with Egypt while condemning terrorist acts that have taken place in the country. "Egypt with its people and leadership is capable of reinforcing its security and stability," it added

The Cabinet renewed the Kingdom's denunciation of the two terrorist bombings which took place in Beirut recently and claimed a number of innocent lives, calling on all Lebanese parties to listen to the language of reason and logic and give priority to the interests of their homeland over narrow factional interests. It stressed the need to extend the authority of the state and its army on the Lebanese territories to stop those who tamper with the country's security

The Cabinet appointed Abdullatif bin Mohammed Al-Fares educational adviser at the Ministry of Higher Education; Dakeelallah bin Rajallah Al-Johani minister plenipotentiary; Riyad bin Ahmad Al-Mubaraki minister plenipotentiary; Muneer bin Abdeen Sindi minister plenipotentiary at the Ministry of Foreign Affairs; Turki bin Musaad Al-Farhood director general of follow-up at the Ministry of Interior; and Saleh bin Abdul Aziz Al-Ajaji secretary at the Supreme Court under the Ministry of Justice
