Herminio Coloma Jr. said the President will deliver his message on television via state-run PTV between 6.30 pm to 7.30 pm, local time, Philippines News Agency (PNA) said today
Coloma said President Aquino will discuss current issues, including the controversial Priority Development Assistance Fund and the Disbursement Acceleration Program
